You are going to have to settle on campgrounds that are fairly far away - take your pick of South or West of Baltimore. And be prepared to pay $$$$.

I suggest you get the AllStays app or use their website. You can easily locate campgrounds all over the US.

We stayed at Bar Harbor RV Park & Marina in Abingdon MD 3 years ago for 6 months. We haven't been back to the area since then, we would stay here again if we needed to. This campround is located right on the water & if you are going to be in the Baltimore area during a full moon do not stay here. The tide comes in & the river floods the cg about 6"-9" in at least half of the spaces. We were lucky our space, even though only about 3 spaces from the water we never flooded but the spaces on both sides of us did. We were in the back row. This Cg is about 20 miles from the inner harbor and was at the time 1 of 2 campgrounds that were open year round when we were there. The other cg is about the same distance west from the Inner Harbor.

Cherry Hill is more of a DC area thing. Bar Harbor in Abingdon MD is
your best bet for close to Baltimore Inner Harbor area. And it is
a pretty neat and unusual campground. Get a waterfront site.
You will be driving thru a residential neighborhood to get to
it, and you may think you have made a wrong turn..... but
it is kinda cool.
