I spoke w/ the park people and am dissappointed with the answer.
Renovations have not commenced, and they have no start date and the park will not be available for reservations thru Reserve America. The person who answered the phone thought the Bluegrass festival was going to go on.
The host who was there for the number of winters that we have camped there (7!) said they had to go forward with the renovation (adding sewers, upgrading electrical and taking out a few of the smaller sites) in 2014 or they would lose the allotted budget $; he had to be out by Mar 1 so the park was empty except for the section that is for tents, truck campers, pop ups etc.. The person who answered said she doubted the hosts were privy to this information. She said that as long as construction was not underway the park would be available to walk-ups.
Not very good revenue management by Florida State Parks as this park with 120 sites is consistently full, Jan, Feb, Mar and most of Apr. No one is going to drive a 1000 miles for a chance at a walk-up.
Oh well, I have reservations at W. P Franklin, Ortona South, Koreshan as well as Lake Manatee but I did like the water access at Collier Seminole
