I remember someone telling me that they stayed at a Corp of Engineer campground near the canal on Cape Cod.

I can't find any information about this specific location on the COE or reservation websites.

Was I hearing incorrectly?

I don't believe there are any COE Parks, perhaps the party was referring to Bourne Scenic Park , it's right on the canal.

Go to the following:

There is a state park there. It used to be
a corp camp ground but was taken over by
the state. You also have a town park called Bourne Scenic park which is right
on the canel.
