OMG!!! Balboa RV Park used to be a mobile home park, next to Van Nuys Airport, on the old National Guard side. The area is a mess. From the street the park looks like a dump, the pictures must be 20 years old. The HomeDepot a few blocks away is the only one I know of that has uniformed guards on the grounds, and a guard at the only exit door.
Walnut RV Park is just down the street from our home base. It is a short walk to Northridge Fashion Mall, the area is safe (by Los Angeles standards). I did use their facilities for dumping after the Northridge Earthquake. They maintained one open site so that area people could refresh their rigs (for a small charge) but that's reasonable. I have read a few reviews that the managers are less than friendly, but that becomes a matter of opinion, and I have no knowledge of any problem. It is a well maintained urban campground. It is only a block from a commuter train track, so expect some train noise. I can make it to Woodland Hills in 9 to 15 minutes, depending on traffic. It would be a nice basecamp, not a great place for a vacation.
There really is not much else in the area. Los Angeles is not real RV friendly. Travel Village in Valencia is more of a campground near Magic Mountain, but it is a good 45 minutes to Woodland Hills. Malibu RV is a good hour or more drive as is Ventura RV.

Our kid has moved to the area, so seeking places to stay when visiting he and family.

We have stayed at Malibu RV on the coast. Great views of the ocean. Decent facilities. Narrow spaces, when the park is full it's pretty tight.

There are a lot of nice hotels in Warner Center.
Seriously, every Decent RV park is at least 45 minutes away, we once made the mistake
taking the RV off the freeway in the Valley, never again!

Not a fan of KOA's. However I seen the Ventura Ranch KOA near Santa Paula on a local TV station, looks pretty nice. Bad part it's about one hour from Woodlands.

We stayed at Walnut RV in Northridge several years ago and it's fine. It's right around the corner from a huge mall, Costco and some restaurants. It's a bit tight but they have sites that can accommodate anyone, just be sure to call well ahead of time. A lot of people that work in the tv & movie industry stay there for months at a time while on a project. It has a pool, bathrooms/showers, laundry. It's older but clean and has an onsite manager. We've also driven through Balboa, formerly Birmingham, it's nasty.
