I've read good things about Shenandoah Crossings Resort near Gordonsville. There aren't any campgrounds that I know of closer to Orange.

Lake Anna State Park is not too far away (45 min by car). Shenandoah Crossing is a good choice, though and is only about 30 minutes away.
