The winds on the upper Gulf Coast are not as prevalent or as high as the winds further south. We live 14 miles from Galveston. We have spent a few Christmas' weeks in Corpus Christi and the winds were always 40+ mph in December. About the only time it was not blowing hard down there was August and trust me, you don't want to be in Corpus in August.
Besides what I posted below, don't give up on some inland areas of the Upper Gulf Coast. Many of the beach areas are a short drive and a day can be spent walking around and when finished, back to the less windy area of the inland CG.
If I can be of any assistance, give a holler.
When you get this map:
Galveston, TX in the line that says Google: Galveston TX, replace the words Galveston, TX with RV Parks. The map should be populated with the rv parks in Galveston.
Check out all the little dots for rv parks also on the map. Some of them are not RV Parks but you'll be able to weed them out rather easily. Once you have found one that looks interesting, use the
RV Park Reviews web site to see what others have said about them.
