Island Park ID is popular with ATVers and has lots of trails and good places to visit on them plus the west entrance to Yellowstone NP is nearby. We enjoyed our stay at Red Rocks RV Park with had several ATVers there.

Well, there are always the Oregon Dunes. There are some RV parks in that region that you can drive right from your campsite out to the dunes.

But if you are looking for something more profound, you might want to consider this.
