I'm going to assume you mean Panama City Beach FL. Correct? If thats the case then there are many parks that meet your criteria from Henderson Beach SP in PCB across to Grayton Beach SP, Camping on the Gulf near Destin, and of course the beloved by so many Topsail Hill State Preserve. We have stayed at Camping on the Gulf a couple of times and it is right on the beach and close to most of the activities & restaurants in the area.

Camping On The Gulf in Destin is right on the beach of the Gulf but it is expensive. There are a few in Navarre but they are on the sound and not the ocean. Most anything in PCB is located across the road from the beach with a hotel or condo in between. The state parks are an excellent choice in Destin but they are usually booked 8-12 months in advance for this time of year.

Lots of state parks with exactly what you're looking for just like ncbounder mentioned...Grayton, Henderson, Topsail SP etc. If you're looking for something even more remote/laid back you can drive on over to St.Joseph SP or St.George SP. All are directly on the beach (or just over a dune to the beach).

Topsail Hill in Santa Rosa Beach is supposed to be one of the top ten state parks in the country. Its more like a resort than a state park. There is a tram to take you to the beach or you can walk, has a pool and landscaped sites with full hookups. Its a little pricey but worth it. Also Henderson Beach State Park in Destin 20 minutes west of Topsail is also one of best I have been to. Reservations need to be made well in advance or keep checking for a cancellation. Camping On The Gulf is nice but sites are close together crowded and expensive.

I should have mentioned these too.. he did say within 100mi of PCB. St Joe is awesome. Then there are the others closer up toward Applach.
Applach.. wow just writing the name makes me want oysters!

Fort Pickens is a very nice beach CG. Located on Santa Rosa island just south of Pensacola. Has 200 sites w/water & elec $20 night first come basis. Lots of history and water activities. Don't miss the Naval Aviation Museum immed across the Sound from Ft Pickens. FP is a Natl Park Serv facility
Pensacola Beach is family oriented w/o the tourist tack you find to the east.

Topsail is not "right on the beach", but for a state park it is the best we ever stayed at. A short bike or Tram ride and you are on the beach.
FYI, I think your max stay there is two weeks but your DW could also book two weeks
At On the Gulf if you are in one of their front row spots you will be sweeping sand all day long!

We just returned from Grayton Beach State Park yesterday. The old loop has electric and water but no sewer, the new loop has all three. The RV spots are just across the dunes and a section of western lake from the beach, 1/4 mile walk or bike ride, golf carts are allowed in the park. The town of Grayton Beach is about 1/2 mile bike ride to the west, Watercolor/Seaside about 1 mile east, bike paths to each. Plenty of shops and resturaunts . Probably couldn't ride a golf cart to either town unless it is street legal and tagged since the bike paths are marked No Motorized Vehicles. Cool place to visit, I'll go back.

The only one west of PCB where "you can get out of the RV and walk to the beach" is Camping on the Gulf. They have spots that park you with 100 feet of the beach but you pay for the privledge PS. those spots have water and power only. While Henderson and Topsail are close to the beach it still is quite a walk.
While Ft. Pickens is nice it has small sites and is a drive to get back to town and I think they only have dump stations.
