How close to Reno and what do you mean by dry camp? If you mean in a forest service campground or the like, there are many with in about 25 miles. If you mean boondocking, pick a spot. I could probably suggest some specific areas if you provide more info like distance, what type of rig you're in, etc.

Get a BLM permit and you are good to go!!!. Do not, for any reason, camp on Paiute or any other first Nation land without a permit. It is pretty clearly marked.

Apparently you cant stay over nite at a wal-mart
Would like a low cost campground need electric for A/C a few days to tour Reno and put a set of tires on the Jeep. Anyone know a good place to get tires. Wal-mart wont put anything on my car other than standard size

Keystone RV park, 1455 W 4th st. Reno, 775-324-5000 used to be reasonable. Close to downtown. Full hookups.
Big "O" tires on Pyramid is a great place. Very nice people. Fair pricing. 775-359-5592.

One other park with great reviews. Sparks Marina RV park. 775-851-8888. A little farther from Reno but close to the Nugget casino in Sparks. Nugget has GOOD food. We eat there often. Very good buffet!

Second Sparks Marina, and Les Schwab close by. They will put the tires on you want. You will Want power for AC in summer temps around the clock.
