Are you looking for a state or private park; or does it matter? For a state park, I'd suggest Codorus State Park, located just outside of Hanover, PA and about an hour or less from all the towns you mentioned. Here's a link for information about the park.

Codorus State Park

Codorus is one of the few state parks in PA that sports a swimming pool rather than lake swimming.

You can now make campsite reservations for any PA state park online using this link.

araucano:

Most of the private CGs I've stayed at were near the cities you want to stay away from. There are only two I've camped at that aren't and that was back in the 90's so I don't know fair my recommendations would be since I'm sure things have changed since then.

Take a look at this link to the Pennsylvania Campground Owners Association (PCOA) campground directory. Hopefully, you'll be able to find a private campground that will suit your needs.
