Looks like you will not have a problem on the operating times.
You will need to see how late the bus runs from the train station to the campground.
Personally I would head back to the campground before the sun goes down !

Cherry Hill Park is a good CG to stay at. Drive around the east side of DC to get there NOT during rush hour. To get into the city. Drive to the nearest Metro station and take the subway into town. If you tour the Capital Building don't bring any food or water. They won't let you bring it in the building. If decide to get passes to see Congress in session, everyone must have photo ID that is getting a pass or you won't get one. Since you are only there a couple of days, take one of the open air bus tours. They pack a lot of sights into a couple of hours. Also it is nice to have a chance to sit down as you will walk a LOT. Go see the originals of the Constitution and Declaration of Independence. Take the Metro over to Arlington Cemetery to see the Tomb of the Unknown Soldier. The War memorials near the Lincoln Memorial are very emotionally moving places as well. The Air and Space Museum and Udvar-Hazy are great. Spy Museum is neat too. The Udvay-Hazy aviation museum is a drive out towards Dulles airport. You could spend a week in DC and not begin to see everything.

When we were there, seems I remember the last bus to the campground leaving the College Park Metro Station around 10:00 ish pm.
We cut it close one night and thought we were going to need a cab, but we got lucky.
We were there over the 4th of July the first year, and they put on a fantastic fireworks show (as they should) on the Mall area.

Ok, we are back. The Cherry Hill campground was the way to go. Well run, and plenary of open space.
(They are currently under construction to add a bunch of new stuff including a big club house.)
I assume they will be complete before winter.
Great way to see DC.
Even the metro was easy. The only issue we had is we got on the wrong bus once. I guess there are 2 -83 routes.....
