Here’s another take on a way to unload your wheelbarrow...
On the north side of Dallas/Ft. Worth, create something like Retama Village in Mission, TX. Nice place, great concept. One of the best we’ve seen. Sure wish there was one like it farther north, though.

There is a problem there. Nobody but a citizen born in Mexico can purchase waterfront land. That is there law and there are a bunch more that deny what we think of as rights.

I agree totally. Ten years ago the only decently close RV park to Chicago that I could find was Windy City RV Park in Tinley Park. Family owned and operated. Near the end of our stay the kids told us that at the end of the season they were closing the park and selling it.
The site is now the international headquarters for Panduit a giant computer/electrical components company. Next to the property is a new large shopping mall.
If you are going to try to buy land anywhere close to a metropolitan area you can see what kind of competition you'll be going up against for the land.
The developmental costs of the land add up very quickly. There's rezoning, engineering design and survey for the site plan and grading. Storm and sanitary sewers, water, electrical, gas, WiFi, telephone, cable systems designs and construction costs. Like you mentioned, permits for everything from the driveway entrance to the water supply system. There are lots more costs and all of it is incurred before the park ever has it's first tenant. Someone better have a dump truck sized wheelbarrow!

In NE. Ohio we have the Cuyahoga National Park. Basically runs from just south of Cleveland to Akron following the Cuyahoga River Valley. There is absolutely " ZERO" RV camping anywhere with in 5-10 miles. Even at that, those campground are more catering to the seasonal camper. With 2 to 2.5 million visitors per year ( NPS Attendance site)
I have attended a park system round table asking why there are no overnight facilities to accommodate RVers in this park, not even pack-packers. One answer was there is not much of a park police force to handle the addition of a campground. All the towns the park is in handle most of the law enforcement. And, from a insider's ear, the superintendent doesn't like campgrounds or RVers....
I'll have out of town-ers ask where the nearest campground is to the Rock n Roll Hall of Fame in downtown Cleveland. It's a good 45 to 60 minute from the closest campground. If one was available near the park, you can get downtown in 20 minutes. You have Rock-n-roll, Science Center, Indians games, Browns games, Cav's...
Not to get into a long story, In the heart of the park sit two ski areas. One of them butts up to the National Park border right on the bike trail. Last year I asked the general manager / owner as most ski areas look for summer time income, why not turn all that available land that is not being used into a campground. There is 30-40 acres just sitting there. 30 years ago another owner did have a campground there. Most ski areas offer ropes courses or zip lines. As far as I know there are none of these summer time thrill offering within a 60-70 mile radius of Cleveland.....The thing is the bike trail is right there. The one small parking lot for the bike trail is packed in the warmer months.

We love that place! Stayed there one winter. We leased a lot from an owner that couldn't make down for the winter. First class operation!

Go just a bit farther east....Such as Rowena or Mosier... Others have tried to put in a 15 day/limited stay and the powers that be (The Dalles City & Wasco County).. place so many demands and restrictions on the prospective endeavor that the builders go elsewhere...

Maybe try to partner with a company that develops these kind of properties?
Earlier this afternoon I was reading and researching where to redirect some of my tech stocks & landed on these two REITs specializing in manufactured home communities and RV resorts.
Equity Lifestyle (ELS)
Sun Communities (SUI)
Not trying to plug either company or investment, more the idea / concept.

San Francisco, especially the peninsula south of the city, has a few rv parks but nothing at all nice. Basically parking lots. I would love to see a nice park open up there, with grass, trees, large spaces, etc. People would pay the high prices it would take. I see Prevosts and Newells using the existing crappy ones.

Model airplane contests. Not at the Speedway.
Not a big NASCAR fan.
CMS has lots of racing and non racing events that will draw campers. Make it easy access to I-77 and you’ll get the overnighters as well. Just not near enough for highway noise...
I’ll need standing reservations because it was my idea.
