The place I'm thinking about is in town and when the tide it out, it's about 1/2 mile to the water.

This happened 5 mile inside the US - Mexican border.
You're probably aware by now that this was not a shooting involving drug runners- It was a fruendly fire incident with one agent shooting the other. Just to be clear

True, but I believe drug runners were still involved. 2 men were arrested by the Mexican gov't over the incident.

They were arrested early on as suspects in the shooting but later it was learned they had nothing to do with it.

We went with WIT about 6 years ago and had a wonderful time. You travel with a group and have social activities with that group. They reserve a section at restaurants, tour as a group if you wish, and you have instant friends to shop with. That said, we returned to Puerto Penasco one again the following year with another friend, and our two MH's had no problem and enjoyed the trip.
Since then the garbage has really hit the fan in Mexico. We have not returned and probably never will. Sad. Personally, even with the protection of an "unarmed" escorted caravan, with an escort of one, maybe two policemen, I would really be uncomfortable.

Thanks for clearing up one of the most recent issues along the Border with truth. The hypocrisy and misleading information here in AZ is more scary. Just last week the US Border Patrol shot and killed a Mexican teenager when the kid was in his own country. They had to shoot the kid with 6-7 rounds thru the fence!
