14 is a lot more scenic than 16, but it is a bit steeper. Unless you are totally freaked out by mountain roads, should not be a problem. If you do take it, be sure to stop an take a walk around at the Shell Canyon visitor center.
14A is the steepest of all. See the photo below. It is my favorite of the three, but I would not suggest it unless you are very confident in mountain driving. If you should decide to take 14A, take some time to go see Big Horn Canyon National Recreation Area just east of Lovell. The scenery is amazing, and both wild horses and bighorn sheep are usually found right along the road. As fringe benefit, camping there is free, with a small fee for electricity.
