Both routes are good road. No big hills or other impediments. But, Rt 23 around Waverly is getting set up for some major road work. Orange Cones are sitting at the ready for about ten miles. Hasn't started yet, though. Even so, this is still good road.
Just drove it last night from Portsmouth to Washington Court House.
Driven that route at least 2x/yr for the last 35 years. We've also done 64W/52N/23N as well, just for a change of pace. You won't get near Waverly unless you do the latter route. A boulder the size of a house fell on 52, south of Ironton near the Ashland bridge exit - that was a few weeks ago when we were having a week of non-stop rain. I prefer 35W to where you pick up 23N in Chillicothe.
35's got a small stretch - about 10mi- between the Buffalo exit to near Southside where it's just 2 lane. Lots of semi traffic, but a couple years ago they widened the berms so it's not a bad stretch. Everything else is all divided highway.
Be alert to deer if you're traveling in the dusk hours. They're everywhere along that route.
