I beg to differ, pet food is not allowed across the border if it contains lamb/mutton OR its not in its original packaging. I.E. they can't establish whether or not it has prohibited ingredients.
We ran into this, we had packed a tupperware container with enough kibble for the trip from a 40 pound bag then cut the label off the bag and taped it to the container. US CPB gave us the option of dumping it turning back into Canada.
