good and legal roads ????

I"m heading south soon from NH...going down to Port Jervis, NY...wondering if it is legal ( and the roads are good ) to take hwy 209 from PJervis, to 476, to 78 and then back to 81 south...usually take 17 from there to Fredricksburg to I 95 and visit friends in that area...

Any comments about that route from Port Jervis to I 81 ? Usually take I 84 but find the roads to be a little rough through Scranton and Wilkes Barre...

PA highway was under "de"struction on our way to Maine in May. Maybe it will be finished by the time you get there.

In 2012 I planned to drive through the Water Gap area, but US209 had a major closure due to landslide from storm damage. I would guess its rebuilt by now, but might be worth checking on with PA DOT.
