Tejon Pass is I-5 (Grapevine) in CA, south of Bakersfield.
Might you be thinking Raton Pass on the CO/NM border?

Weather on on Raton Pass is usually predictable. One to two days after a storm hits the west coast it will arrive there. Castle Rock between Denver and The Springs can experience nasty weather in the winter.
IMHO I-25 is a good N.S. route, more reliable then I-15.
East-West routes: I-70, 80, 90 & 94 are less predictable in the winter.

Raton Pass is about 8000 ft ... the grades up and down are mostly 5% ... the road is all 4 lane divided highway with nice shoulders and guard rails.

Use your exhaust brake on the descent and you will have no problem.
