Original discussion said that after the clean-up, a "net" would be used to hold down or catch additional rocks. That will entail thousands of additional "man hours" if you count the 10 guys leaning on their shovels watching and supervising the two who are working

Now Now Hal be nice.that in some circles is called "Job security".
Unfortionatly it's that way in all government paid workers.5 times the bodies for one piece of work, and I wonder why all states are in trouble now

RALEIGH, N.C. - North Carolina Department of Transportation officials say a new rockslide in the closed section of Interstate 40 brought down 50 dump-truck loads worth of rock.
The agency said today in a release the rockslide occurred sometime overnight Friday. No one was injured. That highway section has been closed since the Oct. 25 rockslide.
The agency said a construction supervisor for the contractor working to reopen the interstate discovered it about 1 a.m. Saturday.
The new rockslide occurred about four miles east of the previous one, covering a 40-by-50-foot area. The largest rock - 500 cubic yards - was the size of a sport utility vehicle.
Agency officials estimate cleanup will take several weeks. They still project the interstate to fully reopen in March.
More details as they develop online and in Sunday's News Sentinel.

That had to be ONE HUGE sports utility vehicle. Obviously whomever wrote this article had no concept of size of a cubit yard
