For the last couple of years, we have avoided I79 from the West VA stateline to Pittsburgh due to the poor road surface conditions. I was wondering if anyone could advise us on the current road conditions. Have there been any improvements to the road?

Just ran that strech of road 2 weeks ago. I would say a "Wash Board Boulevard". However not as bad in my opinion as some of the roads in and round Tidewater Virginia.

The section from Washington, PA northward isn't that bad. A large section around Bridgeville has been recently repaved, the "S-Bend" area south of the Ohio River was repaved a couple of years ago, and a section north of the Ohio River is undergoing repaving now. We were staying in the area about 2 weeks ago and went through this construction zone north of the Ohio numerous times. There were no delays (at least during non-rush hour times).
I-79 does not go directly to Pittsburgh. If you want to go to the city, you will have to take Exit 59A to I-279. This interchange area on I-279 is also under construction. We found no delays here either.
