Don't remember for sure which one but on our drive down to Florida last Winter, one of the states we passed through had a posted limit of 4 hours for rest area stops. I think it was Alabama.

There are at least two sites with lists of dump points.
Sanidumps has each state listed by town and another one has dump points listed by interstate. Never any good reason to pay dollars to use a dump site and take on water.
Still dump points at some rest areas or at welcome centres and tourist info centres along highways

interstate HWY Rest Stop Question

With regard to the 8-hour rule...

How would any law enforcement officer know how long you have been there? They don't start a timer when you arrive.

Free Interstate Highway information - including Rest Area info: Road Travel Guide - Roadnow Here's a website I use to get information but then I follow it up with a Goigle Map look to make sure of what I'm getting into. Not a lot of things worse than getting to what you thought would be a good place to spend the night and finding out it doesn't work and having to drive on. Some states rest areas have signs posted saying No Parking, we usually bypass those and look for a casino at casinocamper.com or the Allstays ONP Walmart app.

Just a little different perspective on highway rest stops. My son was a Washington state trooper for several years and he all but forbid me and his mom to overnight at rest stops. Way to much illict activity and sleazy characters in them. At least, that was his take on them.

WV has rest stops with dump stations.

I have stayed several hours with no problem at the WV/MD border one on I68, which is probably one of the biggest and nicest of the WV rest stops. Makes a nice break when driving back from the D.C/Baltimore area.

When we boondock in Ohio, we always fill up on the way out, and then dump on the way back, at the Williamstown one. This is at the WV/OH border on I77. That is three exits from my exit off of I77. The Mineral Wells rest stop is three exits in the other direction, so we can do the same thing there when camping towards the south. Very convenient of the state to have that for us .

Possible helpful app in iTunes Store for rest area info. Android may a similar app?

Shows services at each by road/hi way. One of many options for info.

The rest area in MD at the US15 & the PA border just south of Gettysburg, PA in Emmitsburg, MD is only open from 9 AM to 5 PM & they put chains across the openings while closed.

I have never been asked to leave because I've overstayed some time limit. I use rest stops all the time. I suppose if a state trooper asked me to leave I would say, "would you rather me sleep a while longer, or fall asleep at the wheel with my 50,000lb rig at 65mph?"

He might just tell you that you have two problems that are your problems - getting out of the rest area and staying awake.
These rules are designed to provide leverage for getting permanent campers out, not to hassle someone clearly passing through.

We've been running all over the US since the late 70s and have not at this time ever been asked to leave a rest area, of course things change.

Our old '99 Rand McNally Road Atlas has interstate rest areas marked on it as well as WalMarts along the way. I use it often to plan the "legs" of our trips. I'm sure there are more modern ways to find them, but I still use it. Sometimes I just go until I find one and sometimes I stop before dark, it just depends on how we feel and when we want to be somewhere.

I've found that the most likely place for dump/fill facilities on interstates are welcome centers going into and out of states. I would certainly agree that there used to be a lot more than there are now, but there are still enough to keep us going. If things get critical a Flying J or campground will work.

I don't know if the rest area near the WV-MD border that was mentioned is the one near Morgantown, WV going toward Cumberland, MD or not, but it is near where we grew up and is usually our first dump/fill overnight stay when starting our trip back to OR. I too think it is a nice one and am thankful it is there.

Just my 2c.

Steve
