Most scenic route in Lower 48
We did a 20,000 mile trip last summer zigzagging across North America visiting 33 states. We travelled many spectacular routes, but the one that stands out as the most scenic and safe ( some were not, we were in a 4X4 truck camper ), was Route 150 from Kamas, Utah to Evanston Wyoming. Note: this route is summer only with an almost 11,000 foot pass.

I vote for 75 and 93 in Idaho from Stanley to Salmon. Another one is 12 in Ut through Escalante.

Beartooth Hwy US 212 just East of Yellowstone. It's doable in an RV but much more enjoyable in a car or truck.

Red Mountain Hwy 550 from Durango, CO to Ouray, CO
UT12 from Bryce Nat'l Park to Capitol Reef Nat'l Park
ID75 & 93 - gorgeous and good fishing!
CA375 - all the way

Nice .
In no particular order, as each is as good as the Last or the Next.
Beartooth and Chief Joseph, because you can look back at the Beartooth
PCH
Rt 12 in Utah Bryce to Capitol Reef.
Rt 7 in Colorado -- From Lyons to Riverside Great canyon drive with some great rocks.
Rt 20 Wyoming From Thermopolis to Shoshoni A great Canyon where the river runs North and while driving south I had the illusion that it was running up hill.
Rt 7 in West Virginia From Kingwood to Terra Alta take this drive in the spring with all the green or in the fall with all the colors a nice short Ridgeline in WV.
Rt 64 in North Carolina From Cashiers to Lake Toxaway unhook the toad and just drive this and any of the surrounding roads paved and unpaved with unbelievable views and waterfalls all over.
Rt 6 in Colorado from Golden to Idaho Springs great canyon with 6 tunnels and Clear Creek running alongside, great drive anytime.
Rt 128 in Utah -- From Bus to Moab -- along the Colorado River another drive along a river and the Red Rock Cliffs that is often missed.
Not to leave out the San Juan's Alpine Loop - just better than RT550.
RT 82 Independence Pass - last week of September - Not just because of the drive but because Maroon Bells is at one end or the other.
All are just a little better if you can do them in the Fall with the Leaves changing

For the East: Skyline Drive in Shenandoah National Park and continuing to the Blue Ridge Parkway in the Smoky Mountains. WARNING ⚠️ Check the National Park website for the few tunnels with low clearance, there are easy bypasses. Extremely beautiful in the fall when the leaves are changing. The south end of the Blue Ridge Parkway ends a few miles from the NC side of the Smoky Mountain National Park.
