Norfolk 264 vs 64

What is the opinion on traveling thru Norfolk, Va. I am going to and returning via the Bay Bridge Tunnel to the Eastern Shore of Va. from I-95.

-- I-64 around Norfolk, my normal route.

OR

-- I-264 through the city. I am concerned about the Norfolk City Tunnel. All the routing software and my Garmin takes me this route.

Thanks for link info. I will be heading to the Eastern Shore on Wednesday morning and returning Saturday. Per link info, I will take the loop around Norfolk, I-64 in both directions.
