Probably will affect passenger cars but I've driven Hwy 1 in a coach and will never do it again. I managed just fine but it's turn after turn and you have to pay extra attention to the road as well as the number of cars stacked up behind you.

If/when they close the highway, it is a hard closure and stops all vehicles, including passenger cars, locals, and emergency vehicles. CalTrans has been doing this for a winter or 2 at least, in order to keep people from driving off into an unseen abyss in the dark and rain, or getting caught in a mudslide.
