You can have one or the other: Cities or mountains. The city route has no mountains and the mountain route no cities. If weather is not a problem, take the mountain route which is I-95 to I-495 to I-290 to Mass Pike then I-84 I-380 I-81, I-66, VA Rte 17 to I-95 South. This route is slightly longer but misses most of the big cities and is a pleasant ride. If you take the shorter route via I-95 from New Jersey south, you will have to brush by NYC and deal with traffic around Philadelphia, Baltimore and D.C., all of which could feature gigantic traffic jams.
When taking the mountain route there is a really good overnight boondocking site at Mohegan Sun Casino in Wilkes-Barre, PA. Park on the outer edge of the parking lot on the west side of the casino.
