The design of having the Ground conductor as the outer shell is a safety design as the Ground will make contact before any of the Power or Neutral contacts.

FWIW: We have a 240V clothes dryer also.
This link might help clear up some of your understanding about RV/CG wiring. Marine SP wiring may have some additional code variations.
