A plastic putty knife is the safest to use for scraping away old caulking. In addition I use turpentine to remove small smudges of caulk after the plastic knife. Of course you must watch what you put turpentine on to avoid unintentional surface or paint damage. It must NOT be used near the EPDM roof membrane.

Goof-Off might also work. I am repairing my roll-up bed cover. The Velcro separated from the rails this winter. I am using Heavy Duty Goof-Off to remove the adhesive from the rails, before I put on the new Velcro.
I would test this product in a small area and see it it will discolor or damage the Gel-Coat.

Recently we used a Mr. Clean Magic Eraser. It worked very well and did not harm the exterior fiberglass finish.
