So many brands ro choose from.
Arctic Fox, Cedar Creek Silverback, Cardinal could all fit into your price point for used units.

Just as an FYI we found a unit last weekend and are going in today to do a final walk through of the unit.

Happened to be last years model and got it for a good price with our trade-in.

So is it a secret or can you share the good deal info on your Dutchmen with the rest of us.

No secret. Got last years model after our trade in for 26.5k. That's before taxes and extended warranty.

I've seen in several spots that generally you can get 30-35% off of MSRP, however sales must be really good because it doesn't appear many dealers are moving much on price.

Our current budget is about 35-40k. I know this doesn't fit with a lot of the 5th Wheels I see discussed here, but we aren't looking to full time it.

We really like the Open Range's (337RLS), Grand Design Reflection (303RLS), but these are both currently too high in MSRP.

I know the Keystone Cougars can be acquired in our price range, but we aren't keen on their customer service and would rather stay away from them.

Any suggestions for what else to look for in WA wold be appreciated.
You will either have to up the amount you are willing to pay or reduce your expectations. Or look for a good gently used unit.

What kind of layout you looking for? How will you use it?

Check out Coachmen Chaparrals. Good build, but always find a good dealer to help you.
