I don't know but it looks like the break away cable was not connect.

The break away cable is visible still connected to the trailer. If it had been secured to the truck it would still be on the truck after separation. It doesn't look like it made much difference, the trailer may have stopped a few feet shorter if it had been connected.

I carry so much pin weight on mine I doubt if the pins not being there would make much difference. I do check them though.
