Unless you are very lucky.

I applied for a FW endorsement to my class C. They gave me a class A instead, no tests, no fees. This was in Fresno, CA.

Has nothing to do with luck. If they gave you a Non-commercial Class A without any testing that's sad. You didn't learn the rules and they don't know the law. Or they're just stupid!
