Black water dump

I have a 03 hoilday ramble 5th wheel.The black water tank is full. I went out to pull the dump valve and the tank is still full will not drain. It was hard to pull the cable so I dont think it is broken I think it my be stuck at the trap on were the cable hooks up to. I have been looking on line for a plumming schmatic on the unit (No luck) does anyone know were the cable for the dump valve runs to so I can try iceolate the problem. Holiday has a rubber liner under the frame of the 5th wheel. Does that need to be removed in order to trace the cable. Thanks Ron
