Carriage Belly Pan and Tanks

I just bought a 2008 Carri-Lite 36 SBQ. Both my black and grey tanks are badly cracked and need replacing. I read somewhere that Carriage didn't put the advertised size tanks in some of these. I have two 32 gallon tanks. I believe the gray should have been 64, but not sure. Can I have both tanks 64 gallon size? I also have a large portion of the black belly pan missing due to repairs on the tanks and valves.
I bought this RV to live in while on the road working over 330 days per year in any area of the USA. My plan is to put new bigger tanks in, SeeLevel gauges, heating pads the are thermostatically controlled and seal up the basement. Can I please have some ideas of how best to accomplish all of this? I'm not quite sure how to seal this area tight for bad northern winters.
My long term plans are to replace the windows 2-3 at a time with low-E thermal pane if available from Hehr.
