why can't a trailer be over 400sq ft I would think that as long as the manufacture could make it go down the road safe and with in legal lengths and widths they could make it open up more then that

The 400 sq ft limit is the Federal government's. Anything larger than that falls under mobile home/manufactured housing regulations.
