F250 is minimum for most 5th wheels
The base in the truck you showed will handle Universal 5th hitches
Depends how big a 5th wheel you want now and down the road
On my 4th 5th wheel all bigger

The rails are a + to you but a - to most buyers as there are holes in the bed that can be prone to rust and look ugly with the rails removed. The rails make loading stuff in the bed hard for the non RVer. But again they are a + to you.
Don't let the dealer know you intend to use them, tell him it is a shame that someone messed up a nice truck. Get a BIG discount.
The same scenario goes for ready equipped TOADS, the dealers discount them when traded. So never let a dealer know that is what you are looking for and ask for a discount. YMMV.

Probably putting the cart before the horse but ...Truck for sale at local dealer locally has the attachment brackets installed but nothing else as far as I know. Is there any value or negative to them? Better to start with nothing?
Beautiful 15 F250 Lariat fwiw.
If someone wants to correct me on part name please do

Pluses that I can see:
1. above bed rails already installed
2. in bed umbilical connection already installed
3. spray in bed liner
4. tailgate step with stripper pole
Negatives that I can see:
1. short bed truck is going to likely require a slider hitch
2. Lariat edition is going to have less payload than an XL or XLT
You need to take a look at the yellow sticker on the driver's door pillar. It will tell you what the cargo carrying capacity of the truck is. If this is a gas truck, I can tell you the payload is not a lot (around 2600 lbs.). If it is diesel, it's even less.

Not sure of the bed length of a 2015 Ford, BUt our 2015 Silverado short bed 2500 has Plenty of room with a standard Non' sliding hitch... It pulls our "smaller" 31'4" fifth wheel
like a dream... Your Ford should too... Some people here say you always need a one ton dually,, and sometimes they are right. But 2500's are more than capable of pulling a lot of rv's.... A lot depends on your rv,,, Ours (rv) has the "max turn" nose, as in curved nose. We never get close to the cab in a tight turn... Things you need to look at... We have a B&W Patriot hitch, made in USA, and can't be happier with it....

@monkey And our 31' Fifth wheel would have a 3/4 ton sitting on it's bump stops as it has a over 3k lb pin, and it requires a slider as it has square corners. You just never know..... @OP Skip the F-250. Buy a F-350.

Well I did say A Lot depends on your rv... 3000 lb pin weight on a 31' ? Oh my gosh,, you have armor plating on that thing ???? That is why they make a wide range of trucks. Get what you need.
