Fresh water tank sensor

I have a 2007 Raptor fifth wheel and the tank monitors work on the gray and black tanks but the fresh water tank always reads empty. I am sure somebody out there has had this problem with one tank or another. What is it that normally goes bad? I understand there is a resistor pack in the circuit...could this be the problem? any help on this issue would be greatly appreciated.

Most likely there is a wire that is not hooked up.

update to sensor problem

after checking wiring and replacing resistor pack the symtoms are different. Now the monitor works for 1/3 and full but at 2/3 it reads full. I guess the problem is in the monitor circuit board.
