The dry weight is a bit over 13,000. I have a 2014, Ram 2500. 6.4 liter short box. Towing capacity is 15,500. Safe to tow?

Do you plan on towing your RV as it came from the factory? Probably not!
So what is the GCWR of the RV? I am guessing about 16K. At that you will be over.
Next is pin weight. At 20% minimum and may be as much as 25% your pin will be from 3,200# up to 4K. I think I just answered your question. NO

I have pulled a 29 foot Dutchmen. Can someone give me the math formula for figuring pin weight?

I have nearly the same 5er, and the same Ram. Just completed a 7500 mile round trip from Fl. to Indiana, to Pa., back to Indiana, and then back to Florida.
GCVW was a shade over 15500. Not a problem starting, or, more importantly, stopping. Averaged 9.5 MPG over-all, real figures.
Prefer towing with the Cummins, but don't prefer the extra cost of engine, fuel, and additives.
Overall, very pleased with performance, and safety.
The trailer has some of the best brakes I have ever had, with exception of a 5er I had that had electric over hydraulic.
You're good to go...so...go have fun!

As I said above take the GCVWR of the RV then take 20% minimum.
15,000# pin would be 3,000#.
Weigh your truck front and rear axles. Very little weight will be added to front axle with a 5er. Can your rear tires with full tank, hitch, gear, tool box and passengers be able to handle 3K more added to the rear axle?
Really pay attention to pin weight.

We had sold a business and a house, put several things in storage for a year. This summer we sold and gave away a lot of it, and packed the rest in the 5ver. Furniture, clothing, kitchen stuff...additives! Conservatively, several hundred pounds.
I could tell the difference after we had unloaded it...
I knew it was going to be heavy, and it was, but show a little sense, slow down, allow extra stopping, and we were just fine. No, I would not do the additive thing regularly, we will travel "lite" from now on.

IIRC the 14 2500 comes with a RAWR of 6500lbs. Most I see are running 18" tires with 3400+lbs at max psi. Ram is setting the bar.
