Just as an added note, in the past I did hear clicking and in a matter of minutes my heater would ignite. Not this time. There is not clicking or any other sounds. Light just comes back on, then I shut it off and wait 15 mins and it still has problems.

I guess it's conceivable that there is another problem but seems unlikely. If you've waited 15 minutes with the ignition switch off and then retried and still have no clicking then there's something else amiss.
So you have the WH manual for your model? The question I have is after you have tried to ignite with no ignition what is the exact reset procedure? My guess was to wait 10 minutes with the switch off but that was just a guess.
Beyond that I'm not able to help more as the WH I'm familiar with is a Suburban which is probably similar but I am not certain.

Just cause there's no ignition doesnt mean the valve isn't opening. So no open flames.
What actual model do you have?
Most likely, you igniter or control board is out.

how long did you run the range? long enough to know the gas is flowing from the switched out tank. is there a fuse to check. did you disconnect the battery when changing tanks - enough charge on battery.

Manual says to wait 5 minutes. This atwood is a 1987 model. Maybe its just old but it was working fine the other day.

Range has been working the past 4 hours. tanks works fine. It's the water heater.

Shut off gas and turn off the wh switch for lp.
Unplug the electrode from the board. Turn the switch on, see if you can hear the board very very quietly ticking.
ticking from the board means it's working, and replace the electrode. No ticking, more likely the board.
Also, when you turn on the switch, can you hear/feel the gas valve opening?

You might've blown the fusible link off the thermostat.
I'd get a test light and make sure you're getting power in

With that model, shouldn't be unless it was added.
There's be a C in the model.
C is for combo gas/elec. E is for DSI.
