I installed new bolts with washers top and bottom. Now they won't pull through. There was an extra hole in the bracket for a third bolt. Under the carpet they had marked the location to drill a hole for it but chose not to. I went ahead and drilled it for the bolt. Now I have one third more pulling power.

Great! Glad you were able to get it fixed with relatively little effort and expense. It doesn't always turn out that way. (Ask me how I know).
