It will work, until you put a load on it. The previous owner probably didn't consider the twisting force caused by the overhung load from the old hitch, it's like trying to carry a cinder block with your arms held straight out. You've got the right idea with your sketch, if the trailer frame is strong enough to carry the extra weight that far behind the axle.
