adding brakes to tow dolly

I have an older Demco kar Kaddy. It does not have brakes. Are there kits to add brakes? Are there dealers that will install these kits?

Electric or hydraulic surge brakes? Bought mine with the hyd. surge brakes since I didn't want to have to add a controller. Adding afterward would take lots of work and $$. Probably better to add electric if possible.
Call Demco and see if they have new backing plates and drums as a kit.

Does the original axle have a 4-bolt flange near each hub? That's what's needed to bolt the drum backing plate or disc brake caliper bracket to.
