CVRA and commercial vehicles in CA

I just received the registration for my new 2018 RAM 3500 DRW MegaCab. The dealer said that I needed to fill out Form 4008 for the DMV, and weigh the truck. The truck weighs 9140 lbs as per the "certified" scale. I sent the weight certificate to the DMV clerk at the dealer. I just got the registration with a CVRA stickers, which need to be applied to the outside of the doors on each side of the truck. What??!!!
So now I research to see what's going on. I've had one ton trucks before and hadn't done this. If your GVW (a term made up by the DMV) is over 10,001 lbs, then you are "commercial", above and beyond the typical California commercial for a pick-up, and will be paying extra fees.
Well the GVW is the weight of the truck plus the weight of any commercial trailer you will tow. A fifth wheel is not a commercial trailer, so does not count towards the GVW. So I need to amend form 4008 to read the GVW as under 10,001 lbs so I don't have to participate in this taxable nonsense. Otherwise it's an additional $332 per year.
I just wanted to alert others as to what is going on with this form 4008 thing.

Thats terrible. Id like to say i dont see how the taxaholics get elected over there but it happens here in pa too.

When I get my registration in the mail for my F450 I get one small sticker about 1" sq., says to put it on the plate in the space provided. There is no place on my plates to put the sticker, it in the glove box. Just renewed, when I get the registration going to the local CHP office to where sticker goes. My F450 GVWR is 15,000 and has a hauler bed. Another question I have do I need to stop at weigh stations because it is registered as a commercial vehicle.

The door stickers that I received are about 3" square.
