What year and what are you towing? We towed a 14,000# 5er with a 2002, 65 mph and generally got 10 to 11 mpg. Most of the DRW trucks had a 4.10 axle. Solo at 65 mph, max is about 16.5 mpg.

Need more information, at least a model year, as this engine was used in Ford pickups from somewhere in the late 1980's until 2003. The engine had many changes and improvements over its lifespan. In 1994 Ford used three different versions of the 7.3 diesel in that year's pickup.
Knowing the axle ratio is important too, along with the type of transmission, automatic or manual, as both of these will affect fuel mileage.
I owned a 1996 F-250 SuperCab, 2WD, with PowerStroke diesel, 4.10 limited slip differential and a 5 speed manual transmission. When towing a my travel trailer of around 7,000 - 7,500 pounds, I got anywhere from 10-14 towing and 15-20 empty. Interestingly, I often got equal or better mileage than my DW's Ford Escape in local driving. I once got 25 mpg, while towing a half-ton pop-up in a coastal area.

'91 non-turbo equipped, F350 4x4 = 8-9mpg towing just under 8,000lb.
Empty = 11mph combined city/hwy.
The turbo equipped (became the "PowerStroke") got much better mpg and more power too.
I would buy another if it wasn't completely beat to death, but these trucks were often used hard...but just kept running...so they are still around. The truck started breaking stuff, and the engine just kept running.
Best luck

1999 F250 Super Duty, Auto, SRW, i think its 3:55 (not the 4:10), Banks exhaust, super chip in tow mode. Towing tri axle 15,000# Raptor, most often get 11.5 to 12 mpg.
Also tow a Vnose enclosed trailer, 24', get 13 to 14 with it.
My best mileage empty, 21.3 mpg, all highway. 17 to 18 around town.

I happen to have a 2012 6.7L CC DRW pulling a 16,000# 38' 5th wheel now. The axle is a 3.73 and we get 10 to 11 mpg at 65 mph and 16 to 17 solo. Around town, 14 to 14.5 mpg.
The SRW will have a 3.55 or higher and do better with the lighter trailers and highway.

I had a 97 with a straight intake and K&N Filter and it got 10 MPG towing anything over 6K from MS River East. Delivered trailers and that was the average no matter when driving 65 MPH on freeways. Don't worry about it. Just go. Specific consumption is based on Horsepower and how much you use say, upwind on a d90 degree day yu'll use more.
diesel engine's efficiency = 1/(BSFC × 0.0119531) and a gasoline engine's efficiency = 1/(BSFC × 0.0122225) (0.0122225kW -h/g You can do the math. LOL
