No light/12V on brake controller. need help

I have a 2002 chevy 2500HD that does not have factory wired 7 pin harness but looks like has been spliced. The tekonsha voyager unit has a led but it does not light up when brakes are applied.. also no 12 volt to rear7 pin. The controller is wired to block under dash and from there I do not know where fuse/12 volts are. Fuse diagram was no help. I am picking up new 5er Friday and would like to know if voyager controller is any good.... if it was working? jim w

Checked voltage and all looks good. Voyager may not light up until plugged in. Will know tomorrow. thanks
