Prodigy 3 brake controller

I have a prodigy 3 brake controller. I have a Sierra 1500 and I tow a new 32' 6300# TT. Is it ok/normal to have the max output set to 12.5-12.6 for good braking?

more likely you need the trailer brakes adjusted.
OR one or more of the trailer brakes are not Working.

I used the P3 on a 5..... and its a very capable controller.
