Roadmaster HELP

I just got a used Sterling tow bar and went thru the cleaning process. After this everything seems normal except for the following.

When extending the arms they snap in and the handle drops (as it should) but if you continue to put outward force on the arm the handle starts to raise. Never noticed this in past but bar was so filthy it was very hard to pull by hand. The arm can not come out due to design but this seems unusual. Any info would be appreciated. thanks Buck

Mine doesn't do that. I would call Roadmaster.
