You have completely misunderstood my post.
your "wet weight" description is Gross Vehicle Weight (GVW).
The dealer does not have to weigh the trailer. But, they do have to account for all options that total more than 100#. They do that by subtracting it from the cargo placard provided by the manufacturer upon delivery to the dealer.
GVW changes ever time you add or subtract cargo. The "published" hitch weight is added to the total GAWRs. The results must equal or exceed the trailer's GVWR.
Once the trailer is sold the responsibility for that value belongs to the trailer owner.

My bottom line is what prompted me to post in the first place and it remains the same. Full propane tanks provided with the trailer from it's manufacturer automatically become part of the trailer's GVW as delivered.
