You have completely misunderstood my post.

your "wet weight" description is Gross Vehicle Weight (GVW).

The dealer does not have to weigh the trailer. But, they do have to account for all options that total more than 100#. They do that by subtracting it from the cargo placard provided by the manufacturer upon delivery to the dealer.

GVW changes ever time you add or subtract cargo. The "published" hitch weight is added to the total GAWRs. The results must equal or exceed the trailer's GVWR. Once the trailer is sold the responsibility for that value belongs to the trailer owner.

All of that information is in the references provided in my previous post.

My bottom line is what prompted me to post in the first place and it remains the same. Full propane tanks provided with the trailer from it's manufacturer automatically become part of the trailer's GVW as delivered.

My trailer came with empty propane tanks. I guess it was all up to me to figure out.

I went and got the applicable paragraph form the FMVSS document and this is how it reads.

"If applicable, the weight of full propane tanks must be included in the trailer's UVW and the weight of on-board potable water must be treated as cargo."

So the dry weight/GVW at the time it gets to the dealer includes the full propane system, if installed at the factory. If installed by the dealer they would have to deduct it's weight from the trailer's factory cargo capacity label.

I can't imagine any factory shipping out trailers with full propane tanks.
Can you imagine the liability in an accident if there was a fire?

The point is, most people look at the advertised hitch weight online or in a brochure and this will not include the tanks or battery, and for someone like the OP who is toeing the line, that is critical to factor in.

My dealer filled the propane tanks. I would assume that all do as part of setup when buying new

When reading government regulations you can not read between the lines or add thoughts to what the regulation says.

the weight of full propane tanks must be included in the trailer's UVW

The propane regulation was added within the past 10 years to help rule-out confusion.
