I've towed with a Jeep Cherokee XJ (in production from 87 - 01). Most XJ's have a 4.0L .Later years the 4.0L was upgraded to HO (high output)

Jeep's tow capacity rating is maximum 2000 lbs and an optional max. 5000 with automatic transmission.

Many XJ owners have towed up to 5000 lbs without problems, some prefer to keep towing capacity at 3000 lbs and less.

The XJ has front disc and rear drums (9"). Stock wheels are 15" 215 - 235's, Some XJ owners go to around 33s with a lift and stock brakes. (A few XJ owners with larger tires have installed brake upgrades.)

2005 Wrangler it appears your using the same brakes as the XJ? Front disc and rear drums are 9". Possibly the LJ has other brake options and is using larger wheels and tires?

Though I don't tow often with an XJ. I once towed a ~2300 lb. cargo trailer without brakes with no problems either towing or braking.

I normally take care of the brakes. So far have replaced the front calipers and rotors few times and have had to rebuild the rear drums using two different hardware kits due to parts rusting out.

Also replaced the master cylinder with a bad proportioning valve and replace the rear hard lines due to rusting out.

Have you inspected your brake system such as the master cylinder, wheel cylinders and rear drum hardware? How often do you need to add brake fluid? Possibly have small leaks?

Besides the pads, these are four areas that are common causes of brake failure and brakes not stopping and responding correctly.
