Does anyone make a trailer dolly to unload tongue weight that mounts on the trailer and does not increase length ?

You mean like the Trailer Toad?
All the ones I've seen provide a separate axle/wheels that takes the weight of the trailer tongue off the truck. So they increase the length. But they can also be removed and parked separately from the trailer.

Tough Tow (Ox Power) sounds like what you asked about. I've never heard about it before now. The best on the market right now is the Trailer Toad, but those add a foot or so to the total length of the rig.

The Trailer Toad is more versitle because it can be converted to handle a fifth wheel or gooseneck trailer as well as a bumper-pull trailer.
