He either has no clue how to figure the MPG with the larger tire or he is laughing constantly at the people that believe him, if there are any. I had a 03 5.9 and could barely get 20 barefoot.

From what I have read on the internet I believe that if he would just bump his weight up to 21 K his mileage would increase to over 20 mpg. Has something to do with the 5th cylinder sensing the extra load and increasing output to handle the load. Something that only Cummings has been able to do. I think it's called Smart Engine Sensing Technology.
It appears to be patented so Ford is coming up with cams that are able to change their profiles based on load. The lift is changed by the cam itself based on how it feels. Some new thinking by the Drive Train Department.
Larger tires may be able to help with mileage because they would enable the tire to force more air under the tire during rotation causing less friction and helping with aorodynamics. The effect could be enhanced with an electric fan blowing air under the tire but the air volume has to be kept low or you suffer problems with traction. At maximum velocity the turning radius can be cut in half, but this causes problems with tire scrub on duallys.
I am looking forward to all the technological changes that we can expect in the future.

There is VVT = variable valve timing. The new 3.6 Pentastar also has VVL= variable valve lift. In the Jeep GC i believe.

Maybe when he said he got 19 mpg, he was speaking per gallon of GIN or something similar that he was drinking!
