You may be right. There is, as you stated, no doubt about the middle on.
Sense I do not have the manual I am going to take a guess here. It looks like the hot water heater uses 12 volts to fire the igniter and light the propane, correct? Then the left switch would power the 110 volt heating element and would use no gas? On the converter there is a 15 amp breaker hand labled water heater.
I climbed under the trailer the other day and there is a flat heater stuck on the bottom of the 30 gallon fresh water tank. I am pretty sure it is only 12 volts though. I will have to look again. 12 volts makes sense though, it would work off the battery when you didin't have electric on a site. A switch makes sense also to shut it off when not using the fresh water tank.
It sounds like you are probably right. I will lable them when I know for sure!
